Mr. Lipay founded BelaPAN, the first Belarusian private news agency, in 1991, while being a staff writer with the youth newspaper Znamya Yunosti .

Born in the village of Androsawshchyna in the Kapyl district, Minsk region, in 1966, Mr. Lipay graduated from the journalism department of Belarusian State University.
In 1988, he became the first correspondent of Radio Free Europe/Radio Liberty in Belarus.
Mr. Lipay was a member of the Union of Belarusian Writers. He published three collections of poetry.
He is to be buried on Sunday, August 26, in Rudzensk, a small city 40 kilometers southeast of Minsk.
